Establishes strict liability for manufacturers and dealers of large capacity ammunition feeding devices for injuries or deaths resulting from illegal firearm discharges where such devices were used, without requiring proof of fault or product defect

Defines "large capacity ammunition feeding device" as magazines, drums, clips, or similar devices holding more than 5 cartridges for rifles/shotguns or more than 15 cartridges for pistols

Exempts manufacturers and dealers from liability when devices were sold to authorized military personnel or law enforcement, or when the shooter was an authorized member of those groups

Provides no liability when the injured or killed individual was engaged in a criminal act at the time of injury or death

Takes effect January 1 following enactment and applies only to causes of action accruing on or after that date
