Defines a covered jurisdiction as one where more than 5% of voting-age citizens are members of a single language minority with limited English proficiency, or where more than 10,000 voting-age citizens meet this criteria

Voting materials include registration notices, voting forms, instructions, assistance, ballots, and other electoral process information

Provides an exception for oral or historically unwritten languages (such as those of Alaskan Natives and American Indians), where only oral instructions and assistance are required

Allows jurisdictions to seek a federal court declaratory judgment to use English-only materials if the illiteracy rate of the language minority group equals or falls below the national illiteracy rate
