Requires the Commissioner of Transportation to study the feasibility of installing pedestrian control devices at state-owned road intersections with high volumes of visually and hearing impaired pedestrians

Study must include an estimate of how many intersections need such devices, the methodology for determining that estimate, an implementation process, and projected costs

Defines "pedestrian control device" as an electronic traffic signal that directs pedestrian traffic and assists visually and hearing impaired individuals in safely crossing intersections

Report must be submitted to the Governor, legislative leaders, and transportation committee chairs by December 31 of the year following enactment

Takes effect 30 days after becoming law
