Directs the Division of Military and Naval Affairs to establish policies protecting New York National Guard and Air National Guard recruiting centers from terrorist attacks

Requires installation of metal detectors, bulletproof glass, video surveillance equipment, and vehicle access barricades at recruiting centers and ROTC facilities

Mandates relocation of recruiting centers to secure locations when necessary

Requires annual reports to legislative leaders and committee chairs on security improvements made or planned under the act
