Establishes a grant program to help farmers, farmers markets, and CSA partnerships obtain the technology needed to accept SNAP payments and participate in NYHIP

Mandates a comprehensive outreach program requiring local social services officials to distribute NYHIP information through public buildings, media announcements, and multilingual materials to inform eligible households about the program
