Amends the public buildings law to require cool roofs on new state agency buildings with flat roofs and on substantially renovated flat roofs of existing agency buildings

Cool roof standards must increase solar reflectance and thermal emittance, with approved materials including white vinyl roofing, coated roofs and white paint-based products, and green roofs using plant-based materials for insulation

Directs the Office of General Services to promulgate regulations establishing cool roof standards and procedures

Expands the existing state green building construction requirements to explicitly include energy consumption minimization and efficient resource utilization as stated purposes
