Creates a women's and reproductive health services education and outreach program within the New York Department of Health to educate consumers, patients, educators, and health care providers about available services including contraceptives, pregnancy testing, STI testing/treatment, and cancer screenings

Expands the department's existing women's health website to include information on reproductive health counseling, telehealth access to services, clinic locator resources, and financial assistance programs

Requires educational materials to be available in printable format and translated into the top six non-English languages spoken in New York based on U.S. Census Bureau data

Mandates confidentiality protections for both providers and individuals receiving services, allowing providers to opt out of having their information disseminated and prohibiting sharing of identifiable patient information

Takes effect 90 days after becoming law, with authority to implement necessary rules and regulations before the effective date
