Requires authorized agencies and out-of-state care providers releasing unaccompanied minors to New York sponsors to provide referrals to immigration services liaisons, informational materials about available services, and notification of the right to counsel

Mandates that legal representation be provided at state expense through the Office for New Americans, with informational materials published in English and the six most common non-English languages in New York
