Prohibits cities from establishing minimum lot sizes greater than 1,200 square feet and prohibits villages from exceeding this same limit

Eliminates mandatory off-street parking requirements for new construction in cities and villages, though municipalities may still require loading/unloading areas for freight

Requires cities to allow dwellings for up to 4 families on any residential lot, and up to 6 families on lots within one-quarter mile of MTA, Port Authority, or NJ Transit commuter rail or subway stations

Requires villages to allow dwellings for up to 2 families on any residential lot, and up to 6 families on lots within one-quarter mile of transit stations

Limits towns to maximum lot size requirements of 5,000 square feet where sewer and water infrastructure exists, or 20,000 square feet in any area

Takes effect 180 days after becoming law, requiring municipalities to update non-compliant zoning policies before the effective date
