Updates New York's education funding formulas to use the most recent federal decennial census data instead of the fixed 2000 census for calculating poverty rates

Redefines "census poverty rate" to measure school-age children (ages 5-17) in poverty based on current census data rather than outdated 2000 figures

Applies updated census data to population thresholds used for determining funding rates for city school districts of various sizes (ranging from over 1 million to under 170,000 inhabitants)

Maintains existing calculation methods for "three-year average small area income and poverty estimate poverty rate" while updating the base census reference

Takes effect on April 1 following enactment and is officially titled the "education funding census update act"
