Creates a new transportation subsidy program for public school students in grades K-12 to attend qualified swimming and water safety instruction courses at private facilities

Limits eligibility to schools with limited access to qualified facilities: no more than 10 qualified facilities within 2.5 miles in cities of 1 million or more, or within 5 miles outside such cities

Requires the Department of Education to establish regulations defining qualified courses and facilities in consultation with the Department of Health

Authorizes the department to determine eligible transportation forms (school buses, public transit), whether parent transportation may be subsidized, and how subsidy payments are distributed

Takes effect 90 days after becoming law, with immediate authority to develop implementing regulations
