Directs the president of the state civil service commission to conduct a comprehensive study on job vacancies across all state agencies to identify understaffed agencies

Study must examine the number of full-time and part-time positions budgeted for each agency, how many positions remain vacant, and the duration of each vacancy

Requires the study to include recommendations on whether the state should take additional action to market or publicize state job opportunities to the public

Authorizes the civil service commission president to collaborate with other state departments, divisions, boards, and agencies and request their resources and data as needed

Report must be completed within one year, published online on the Department of Civil Service website, and delivered to the governor, senate temporary president, and assembly speaker
