Expands the definition of "tuition" for children with handicapping conditions to include maintenance and administration costs of instructional facilities, in addition to existing coverage of operations

Adds direct reimbursement outside the direct and indirect costs screens for actual public expenses calculated annually to the tuition definition

Amends Section 4401 of the Education Law, which was last modified in 1977

Takes effect immediately upon passage
