Establishes an indoor air quality inspection and evaluation program within the Department of Health, to be created within one year of the bill's effective date

Covers all elementary and secondary schools including public school districts, charter schools, private and parochial schools, BOCES, schools for students with disabilities, state schools for the deaf or blind, and pre-kindergarten programs

Requires the Department of Health to inspect schools upon complaint or its own initiative, testing for hazardous substances including lead, radon, asbestos, formaldehyde, and volatile organic compounds

Mandates inspection reports that describe findings, compare results to indoor air quality guidelines, identify conditions contributing to poor air quality (carbon dioxide levels, humidity, mold, water damage, dust), and provide improvement guidance

Directs the Department of Health, in consultation with the Department of Environmental Conservation, to distribute best practices guidance documents for managing indoor air quality in schools
