Authorizes registered specialist assistants to prescribe controlled substances under Article 33 of the Public Health Law when acting within their lawful scope of practice and as assigned by their supervising physician

Prescriptions may only be issued to patients under the care of the physician responsible for supervising the specialist assistant

Grants the Commissioner of Health, in consultation with the Commissioner of Education, authority to promulgate regulations to implement the new prescribing authority

Takes effect 180 days after becoming law, with immediate authorization for agencies to develop necessary rules and regulations prior to the effective date
