Establishes annual longevity performance awards for state employees designated as managerial or confidential who work in the executive branch and maintain performance ratings above "Below Minimum"

Provides a $1,500 award at 12 years of continuous service, an additional $1,500 at 17 years, and another $1,500 at 22 years (awards are cumulative, totaling up to $4,500 annually at 22+ years)

Awards are paid as lump-sum, non-recurring payments each April based on employment status as of the preceding March 31

Part-time employees receive a pro rata share of the applicable award amounts

Takes effect on the first of April following enactment into law
