Establishes a Center for Dyslexia and Dysgraphia within the New York State Education Department, led by an executive director appointed by the commissioner

Requires the center to develop official definitions of dyslexia and dysgraphia in consultation with advocacy groups, physicians, scientists, and specialized educators

Mandates evidence-based universal screening standards for all students in grades K-5 and new entrants to identify reading and writing difficulties and at-risk students

Requires the center to create a comprehensive guidebook within two years (updated every five years) covering screening procedures, interventions, IEP development, and parent communication protocols

Directs the center to issue public progress reports on implementation of dyslexia and dysgraphia policies every two years and set standards for teacher preparation programs and certifications
