Doubles the fine for late filing of rent registration statements from $500 to $1,000 per unregistered unit for each month the registration is delinquent

Applies to property owners in New York City under the Administrative Code and statewide under the Emergency Tenant Protection Act of 1974

Fines are imposed only after the Division of Housing and Community Renewal provides notice of delinquency via electronic mail and regular mail to the owner's address on file

Owners who fail to file timely registration are barred from collecting rent increases above the last registered legal regulated rent until registration is completed

Takes effect immediately, with NYC provisions set to expire on the same date as the underlying rent stabilization law
