Requires individuals convicted of alcohol-related driving offenses to install, maintain, and regularly use ignition interlock devices as a condition of probation or conditional discharge, strengthening existing requirements that only mandated installation and maintenance

Prohibits license reinstatement after suspension or revocation unless the person provides proof of at least six continuous months of ignition interlock device compliance to the DMV commissioner

Extends conditional licenses and hardship privileges restrictions to prohibit operation of taxicabs and any other motor vehicles used for transporting passengers for compensation, in addition to existing commercial vehicle restrictions

Allows individuals with court-ordered ignition interlock devices to start their parked vehicle during license suspension or revocation periods to preserve battery life without penalty

Directs the DMV commissioner to establish minimum standards and guidelines for proving compliance with continuous and regular use requirements of ignition interlock devices
