Defines intelligent speed assistance system as technology that detects the roadway speed limit and alerts the driver with a one-time visual and audio signal when the vehicle exceeds the limit by more than 10 mph

Exempts motorcycles, electric-assist bicycles, authorized emergency vehicles, and vehicles without GPS or front-facing cameras

Exempts motor vehicles over 8,500 pounds gross weight that are already subject to federal speed control safety standards

Requires the system to use the higher speed limit when receiving conflicting speed limit information for the same area
