Requires contractors and subcontractors performing custom fabrication work for public works projects to pay prevailing wages, regardless of whether the fabrication occurs on-site, off-site, or outside New York State

Defines "custom fabrication" to include exterior/interior wall panel systems, woodwork, electrical, plumbing, HVAC duct systems, rebar cages, and mechanical insulation specifically designed for a public works building

Mandates that contractors performing off-site custom fabrication maintain certified payrolls for workers and submit them to the Department of Labor at least annually and upon request

Requires departments of jurisdiction to report to the fiscal officer when contracting for off-site custom fabrication, including fabricator details, materials, costs, and estimated worker numbers

Takes effect 180 days after becoming law and applies only to contracts put out to bid on or after the effective date
