Requires the Commissioner of Motor Vehicles to issue electronic credentials (digital versions of driver's licenses or ID cards) to individuals in addition to their physical cards, not as replacements

Electronic credentials must offer both "full profile" (all information on physical card) and "limited profile" (partial information) options, allowing credential holders to control what data is shared

Credential holders must maintain physical possession of their device during verification and must provide consent before any person can access the verification system or data fields

Commissioner must create and operate a verification system for electronic credentials and may enter agreements with state, federal, or other state agencies to facilitate issuance and verification

Electronic credentials must be accepted in place of physical licenses or ID cards when the verifying party has access to the verification system; takes effect 180 days after becoming law
