Requires the Commissioner of Education, working with the Office of Mental Health, to mandate mental health response training for all teachers, administrators, and instructors within 12 months of the law taking effect

Training must cover recognition of signs and symptoms of mental health crises or developing mental illnesses

Training must include appropriate responses to specific crises including attempted suicide, suicidal ideation, self-harm, harm to others, substance use disorders, depression, anxiety, and panic attacks, following American Academy of Mental Health standards

Training must provide information on mental health professionals, services, resources, family and social support systems, and the role of diet, nutrition, exercise, and socialization in managing mental health conditions

Explicitly prohibits the training from including diagnosis, treatment, or counseling instruction, and does not authorize individuals to provide licensed mental health services they are not qualified to perform
