Allows registered voters outside New York City to vote at any polling place within their county, and NYC voters to vote at any polling place within the city, rather than being restricted to their assigned election district polling place

Requires all polling places to be equipped with on-demand ballot printers to produce ballots for voters from any election district within the jurisdiction

Mandates the State Board of Elections to create regulations ensuring vote auditing and recanvassing remains accurate and secure, including ballot markings to identify the relevant election district

Removes provisions that allowed boards of elections to assign specific early voting poll sites to election districts, instead permitting any voter to use any early voting location in their county (or citywide in NYC)

Prohibits boards of elections from reducing the number of polling places below existing requirements and requires each election district to maintain a polling place with pre-printed ballots available; takes effect January 1, 2026
