Increases the discretionary buying threshold for state agencies purchasing from small business concerns, or for recycled/remanufactured commodities and technology, from $500,000 to $1 million without requiring a formal competitive process

Raises the threshold for purchases from certified minority and women-owned businesses (Article 15-A) and certified veteran-owned businesses from $750,000 to $1 million without formal competitive bidding

Maintains existing thresholds: $85,000 for Office of General Services purchases, $50,000 for general state agency purchases, and $200,000 for New York-grown food and fiber products

Takes effect immediately upon enactment
