Clarifies that when a chief or assistant chief is also an employee of the district, the board of fire commissioners retains supervisory authority over that person's duties as an employee

Updates gendered language throughout the town law provisions (replacing "his" with "their" and "he" with "the chief" or "such person")

Applies to both the standard April nomination process and the alternative September/December nomination schedules used by certain fire departments (Davis Park, Caton, Cherry Grove, and Fair Harbor)
