Adds a new Article 20 to the New York State Constitution establishing recall as a power of citizens to remove elected state officers

Requires recall petitions to be signed by at least 20% of voters who participated in the previous election for that office, with statewide officers also needing at least 1% of voters from each county

Gives proponents 90 days from registering intent to collect sufficient petition signatures, with recall elections held 70-90 days after certification

Removes an officer from office if a majority of voters support recall, with the recalled officer barred from running in the subsequent special election to fill the vacancy

Prohibits recall of judges and prevents a new recall attempt against an officer who survives a recall vote for six months afterward
