Requires applicants to demonstrate need for new facilities by mapping all existing wireless infrastructure within 20 miles and showing current coverage is inadequate; must attempt co-location on existing towers when technically feasible

Mandates removal of abandoned facilities unused for 12+ months, with municipalities authorized to require bonds for dismantling costs

Allows municipalities to enact stricter local regulations than the minimum statewide standards; takes effect 180 days after becoming law
