Creates distinctive "S.P.C.A." license plates available to Society for the Prevention of Cruelty to Animals officers or their spouses in New York State

Requires a one-time service charge of $15 in addition to the regular registration fee for the distinctive plates

Mandates either a $6,000 surety bond or a minimum of 200 pre-orders before the plates can be designed, produced, and issued

If fewer than 200 plate sets are sold within two years of availability, the Department of Motor Vehicles can recover proportionate costs from the surety bond

Takes effect 180 days after becoming law, with immediate authority to develop implementing regulations
