Creates a customized employment demonstration program limited to 15 positions that subdivides traditional civil service jobs into sub-positions for persons with developmental disabilities who cannot perform all duties of a standard position but can perform a portion of them

Sub-positions will be customized to match candidates' strengths and interests with employer needs through task reassignment, job carving, and job sharing, with appointees serving as temporary employees in the non-competitive class

Compensation set at minimum wage with no health benefits, pension benefits, or other additional benefits; existing employees cannot be terminated to create these sub-positions

Program commences July 1, 2026, with the Civil Service Commission President, in consultation with the Commissioners of Developmental Disabilities and Mental Health, required to issue an interim report by July 1, 2027 and a final report by July 1, 2028

The program expires and is repealed on January 1, 2029, with the final report to include recommendations on whether to make the program permanent
