Applies to uncovered radiators carrying steam, water, or fluids exceeding 165 degrees Fahrenheit that are not already covered to ensure outer surface temperatures stay below 109 degrees Fahrenheit

Failure to install radiator covers after a valid request is deemed a condition dangerous, hazardous, or detrimental to occupants' life, health, or safety under the warranty of habitability

Allows tenants to deduct the reasonable cost of installing radiator covers from their rent if the landlord fails to comply within 90 days, with protection from eviction based on that deduction

Takes effect 90 days after becoming law
