Expands authority for municipal officers, boards, and agencies to contract for any services through contracts already established by federal, state, or other local governments, not just services related to installation, maintenance, or repair of equipment

Requires that piggyback contracts must have been awarded to the lowest responsible bidder or on a best value basis and made available for use by other governmental entities

Prohibits municipalities (except New York City and its agencies) from using best value contracts unless they first adopt a local law, rule, regulation, or resolution authorizing best value purchasing

Maintains existing requirements for municipalities to comply with minority and women-owned business enterprise program mandates and preferred source requirements

Takes effect immediately but includes a sunset provision tying the amendments to the existing repeal date of the underlying statute
