Prohibits the retail sale of disposable electronic cigarettes in New York State, defined as e-cigarettes that cannot be refilled with vapor products

Applies to any person, firm, partnership, company, corporation, or dealer selling or offering disposable e-cigarettes for sale

Establishes a civil penalty of up to $100 per individual package of disposable e-cigarettes sold or offered for sale

Provides an affirmative defense for manufacturers if the sale occurred without their knowledge, consent, authorization, or direct/indirect involvement

Takes effect 30 days after becoming law
