Grants the Correctional Association of New York authority to conduct regular and unannounced inspections of all secure, limited secure, and non-secure juvenile facilities operated or certified by the Office of Children and Family Services

Requires the Office of Children and Family Services to provide youth in these facilities access to a confidential toll-free hotline established by Prisoners' Legal Services of New York for reporting abuse and complaints about conditions

Authorizes Prisoners' Legal Services to provide legal representation to youth in juvenile facilities, including confidential contact visits, record reviews, and access to sealed court records without obtaining an unseal order

Mandates the Correctional Association to submit annual reports to the Governor, legislative leaders, and committee chairs on facility conditions, with the first report due by November 1 following the law's effective date, and requires all reports be published online

Requires immediate reporting to the OCFS Commissioner, statewide child abuse registry, and Prisoners' Legal Services when the Correctional Association discovers youth abuse during inspections
