Creates a limited permit program allowing dentists licensed outside the United States to practice in federally qualified health centers or similar facilities serving underserved populations under supervision of a licensed dentist

Requires foreign-trained dental preceptees to pass a preliminary competency examination, have at least 5 years of full-time dental practice experience within the preceding 7 years, and practice exclusively at qualifying facilities

Supervising dentists must have at least 3 years of practice experience and may oversee no more than one full-time or two part-time preceptees

Allows dentists who complete 5 years of practice under a limited permit (through residency or preceptorship programs) to apply for full New York dental licensure

Extends citizenship/immigration waiver provisions to include H-1b and O-1 visa holders, granting an initial 3-year waiver plus up to 6 additional years to pursue permanent status
