Creates a legal presumption that any person possessing two or more catalytic converters without the required license knows the converters are stolen property

Makes unauthorized possession of a used, detached catalytic converter a criminal offense with each converter counting as a separate violation, subject to seizure and forfeiture, with mandatory restitution for repair and replacement costs upon conviction

Takes effect 30 days after becoming law
