Requires the Commissioner of Education to develop and implement culturally responsive LGBT curriculum standards for all elementary, junior high, and senior high schools, including public school districts, charter schools, and private schools

Mandates that high school students pass a course meeting LGBT culturally responsive education standards as a prerequisite for graduation

Requires completion of at least one college course in effective teaching for LGBT students as a prerequisite for teacher certification in New York

Incorporates LGBT competency and responsive education into ongoing professional development standards for all pre-K through grade 12 educators

Establishes an optional LGBT culturally responsive school climate assessment tool for districts and creates a pilot program with funding available through a request for proposal process
