Requires boards of elections to designate public buildings as polling places "to the extent practicable" rather than just "whenever possible"

Expands the category of buildings that must be made available as polling places to include tax-exempt buildings and those owned by entities receiving more than $1 million in annual state grant funding

Allows building owners/operators to avoid designation as a polling place only if they demonstrate the use is "significantly incompatible with the primary function of the entity"

Removes the prohibition on using establishments licensed to sell alcoholic beverages for on-premises consumption as polling places
