Creates a Variable Supplements Board consisting of the mayor's representative, the city comptroller, and designated representatives from the Uniformed Sanitationmen's Association and Sanitation Officers' Association to administer the fund

Requires board decisions to pass with at least three votes, with unresolved disputes referred to an arbitrator designated in the collective bargaining agreement or appointed by the court

Specifies that variable supplements are discretionary, do not constitute pension benefits or contractual rights, and can be discontinued at any time by the board

Funds the program through transfers from the NYC Employees' Retirement System based on a formula calculating "transferable earnings" multiplied by the proportion of sanitation member assets, with determinations made annually after each fiscal year ending on or after July 1, 2024
