Limits rent payments to 30% of monthly income for individuals with medically diagnosed HIV infection who are receiving public assistance and have income up to 200% of the federal poverty guidelines

Authorizes social services districts to provide emergency shelter, transportation, and nutrition payments to homeless or at-risk persons with HIV, including shelter allowances up to 110% of HUD fair market rent

Requires local social services districts to assist persons with HIV by helping secure eligibility documentation, conducting home visits for required interviews, and providing service referrals

Mandates the Office of Temporary and Disability Assistance, in consultation with the Department of Health, to create and maintain a website with statewide resources for HIV services including community supports, employment opportunities, and specialized medical professionals

Provides 100% state reimbursement to social services districts with populations of 5 million or fewer for HIV emergency shelter allowance payments, transportation, and nutrition payments exceeding standard rates
