Requires public employees changing job titles or responsibilities that affect their retirement system membership or service credit eligibility to execute a written acknowledgement statement with their employer

Both the employee and employer must sign a statement confirming they understand the employee will lose membership or ability to accrue service credit as of a specific date

Employers must file the signed acknowledgement with the appropriate retirement board or Office of the Comptroller within 30 days of both parties signing

Applies to members of the New York State Teachers' Retirement System, New York State Employees' Retirement System, and New York State Police and Fire Retirement System

Takes effect 60 days after becoming law, with immediate authorization for agencies to develop necessary rules and regulations for implementation
