Mandates all health plans and health insurance issuers in New York provide coverage for pediatric acute-onset neuropsychiatric syndrome (PANS) rehabilitation treatment

Requires the attending physician to certify in writing the medical necessity of the proposed rehabilitative treatment course for coverage to apply

Amends three sections of the insurance law (3216, 3221, and 4303) to ensure the requirement applies to both individual and group health insurance policies

Defines "pediatric acute-onset neuropsychiatric syndrome" by reference to existing definition in section 207 of the public health law

Takes effect on January 1st following enactment, applying to all policies issued, renewed, modified, altered, or amended on or after that date
