Repeals Article 17-C of the vehicle and traffic law, which currently imposes supplemental registration fees on the entire Metropolitan Commuter Transportation District (MCTD)

Establishes a $25 annual supplemental vehicle registration fee applicable only to motor vehicle registrants who reside in New York City, rather than the broader MCTD region

Narrows the geographic scope of supplemental learner's permit and driver's license fees ($1 per six months) from the MCTD to only New York City residents

Directs all collected supplemental fees to be deposited into the Metropolitan Transportation Authority's financial assistance fund for the corporate transportation account

Maintains the same administrative procedures for fee collection and monthly certification to the state comptroller as under current law
