Authorizes counties, cities, towns, and villages to establish special districts for financing and operating general ambulance services, either individually or jointly with other municipalities, following procedures similar to those used for fire districts

Requires any municipality that establishes or joins a new ambulance district to dissolve and abolish any preexisting local district serving the same jurisdiction

Mandates the commissioner, in consultation with the state Office of Fire Prevention and Control, to publish a report by January 1, 2027 on staffing challenges facing volunteer firefighter and ambulance services across New York

Requires the report to specifically examine recruitment and retention issues in rural areas and regions with geographic challenges such as mountains, waterways, or limited transportation networks

Directs the report to include recommendations for addressing identified challenges, to be submitted to the governor and legislative leaders
