Requires all child daycare facilities in New York to establish and maintain emergency evacuation and lockdown plans specifically for children with disabilities within 120 days of the law taking effect

Plans must include evacuation and lockdown procedures for children with disabilities, a list of children needing assistance during emergencies, and the location of assistive devices or technologies available at the facility

Emergency plans must be submitted to the Office of Children and Family Services within 7 days of being finalized and updated annually

Plans must be made available to local law enforcement, emergency responders, facility employees, and parents/custodians (parents may only access information pertaining to their own child)

All information regarding children's diagnoses, disabilities, or identification must remain confidential under federal and state law, and a copy of the plan must be kept in an easily accessible location at the facility
