Creates a new felony offense (class E) for registering or attempting to register to vote when not qualified due to lack of U.S. citizenship under Election Law section 17-104

Adds this new voter registration offense to the list of qualifying offenses for which bail may be set under Criminal Procedure Law sections 510.10, 530.20, and 530.40

Upgrades all false registration violations under section 17-104 to class E felony status, including registering in multiple districts, registering under a false name, or giving false residence information

Updates gendered language throughout affected statutes from "he/his" and "his or her" to gender-neutral "they/their"

Takes effect immediately upon passage
