Creates the COVID-19 Children Scholarship for students whose parent, primary caretaker, or sibling died or became disabled as a result of contracting COVID-19

Covers full tuition, mandatory fees, and non-tuition costs (room, board, transportation, books, supplies) for students attending SUNY or CUNY institutions

Provides scholarships of at least $2,500 per year for students attending other New York institutions, capped at SUNY tuition and fee levels or actual costs, whichever is less

Awards are payable for up to 4 academic years of undergraduate study, or 5 years for programs that normally require 5 years

Total financial aid received cannot exceed the student's total cost of attendance, with the scholarship reduced by other government scholarships and grants that would duplicate its purpose
