Establishes a wage data clearinghouse within the Department of Labor to analyze unemployment insurance data and evaluate the effectiveness of workforce development and education programs across New York State

Requires the clearinghouse to be administered by a New York academic institution selected through a competitive request for proposals process, with funding of up to $600,000 subject to appropriation

Creates a 12-member advisory board including the SUNY chancellor, education and labor commissioners, representatives of schools and community colleges appointed by the governor, and six public members appointed by legislative leaders

Mandates the clearinghouse to safeguard personally identifiable information, release only aggregated data and reports, and post findings on both the Department of Labor's website and the clearinghouse's own website

Requires the department to submit program evaluations to legislative leaders and budget officials one year after selection of the academic institution and every four years thereafter
