Requires the Department of Health to conduct a study examining how doula care and services are currently integrated within birthing centers, hospitals, and other healthcare facilities across New York state

Study must identify doula-led organizations, hospitals and birthing centers that are doula friendly, and successful doula integration programs both in New York and other states

Mandates recommendations on best practices including criteria for doula visitor or equal status in facilities, doula presence in birthing rooms, and formal designation of "doula friendly places"

Final report with all findings and recommendations must be submitted to the governor, senate president, and assembly speaker by December 31, 2027

Takes effect 30 days after becoming law
