Creates a temporary middle income home energy assistance program administered by the New York State Energy Research and Development Authority (NYSERDA) in conjunction with the Department of Taxation and Finance to provide grants for home heating fuel

Defines eligible "middle income" households as those earning no more than 165% of area median income or no more than the average survival budget for the county, adjusted for household size, whichever is greater

Suspends state sales and use taxes on residential home heating fuels including fuel oil, coal, wood, wood pellets, propane, natural gas, electricity, steam, and kerosene until July 1, 2028

Appropriates $3,000,000 from the general fund to NYSERDA to support the middle income home energy assistance program

Energy assistance payments received under the program will not count as income or resources for any purpose under state law; the act expires and is repealed on April 1, 2028
